That’s not true at all? I don’t think they use multicall binaries and both systemd-boot and udev (I don’t remember any other util that became part of systemd) are still separate. And every other utility under systemd umbrella is separate as well.
As for philosophy, no unix ever even tried in any way to embody this.

AMD drivers are plug n play? They are part of mesa and you don’t need to do anything, why would you need to install anything else?

There is nothing evil about it? Like sources are available, rhel itself is cheap and actually invests a lot in oss. If you want an unsupported system you are free to do something like this.
