probably depends on the airline, in my experience with air nz, quantas, Emirates and jet star: they board 1st class(if exists), business class(if exists), premium economy(if exists), then it’s either from rear or a free for all.

They’ll sometimes do just enough to give the impression they care about employees, as happy workers are generally more productive.
