id recommend AMD GPU not just because its drivers are open source but they usually have a bit more VRAM which actually matters.
Davinci, yes but it can be frustrating to set up.
Unreal, I’m pretty sure yes. I don’t see why not. I think it takes effort to setup though.

You might unironically want to go for Mac. Either the laptop or desktop XD
