if it was only 1% of the planets in the universe lifeless, there would already be some sextillions of planets available for the taking, but it’s more like 99.99% of the planets are lifeless, so it doesn’t sound bad at all they are pumping space exploration to gather resources to increase quality of life for everybody instead just hoarding for a few rich who control the companies doing the exploration
